Luton Social Progress Index in the UK

Purpose

In collaboration with the Luton Council, Impera Analytics and the Social Progress Imperative built the Luton Social Progress Index across the 20 wards to improve their residents' wellbeing, track progress, and support their Luton 2040 Ambition. 

Action

One of the key purposes of the Luton’s Social Progress Index is to measure poverty within the town independently of economic factors to better understand the drivers and challenges of social wellbeing. The Index shows that the Central, South and Dallow wards as the worst performing in regard to Basic Needs, Foundations of Wellbeing and Opportunity. 

From Data to Impact: Solution

The Luton 2040 Ambition incorporated the index as a key part of the vision of Luton to create a healthy, fair and sustainable town where everyone can thrive. The new vision was created in collaboration with key stakeholders, government leaders and the community.   

“The Social Progress Index is another step on our data and insight journey. With SPI we focus on real time indicators that highlight basic human needs such as housing, safety, health & wellbeing of our residents. We feel with this insight we will be better placed in how we work with our residents and partners in redressing the challenges we have in Luton. Genuinely turning insight into action in support of delivering our 2040 ambitions.”- Councillor Khtija Malik

Additionally, the This is Luton Report uses the Social Progress Index and population and economy data to examine the quality of life for Luton residents across all wards.

Key findings include:

  • Luton has done an excellent job of improving inclusiveness across the borough, reducing social isolation, improving services for residents with learning disabilities and increasing resident participation in voluntary activities.
  • Focussed attention in just two wards in Luton to spot the early detection of preventable illness and disease could improve health, social and economic outcomes for the whole of the borough.
  •  Some spatial as well as demographic inequity exist. Luton’s older population experience better social progress. Young people and the next generation are where the most opportunities for improvement lie.
